That's actually what I do. I have a "RECORDING" track, trim what I don't want and move it into the appropriate track.

You shouldn't need a foot switch. Look into the punch-in function in REAPER. You can set a pre-roll for as long as you want so that yuou can hit "RECORD" and have all the time you need to get ready.

Briam, you can probably "grab" the left hand side (Right around where you see those little "+" and "-" symbols). Move your mouse around until it turns into a little hand, and then drag to the right. It just must have got hidden somehow.
