I have a x26 with a bad hum. It appears the OpAmp ( NJM4565S) on the power board is putting 5v on the chassis ground. Is this correct behavior? I attached that part of the schematic. what is the reason to have an op amp on the power board?

My x-26 has a very loud hum in the headphones that changes with the motor speed. A few things I noticed. If I turn all four mix knob from tape to track the noise almost goes away. my question is, should I show 5 volt dc on the motor housing and switch/knob frames? I am placing my meters...
